It’s the first time a UN body claims taxing power, funneling billions into a U.N.-controlled fund they manage themselves—$10 billion annually, per estimates, with 85% of global shipping emissions on the hook. Shipping’s 3% of world CO2 could balloon to 10% by mid-century, and this “Net-Zero Framework” is their excuse to rake in cash from American businesses and consumers.
The U.S., under President Trump, is fighting back hard—State Sec Marco Rubio, Energy Sec Doug Wright, and Transportation Sec Sean Duffy issued a joint statement rejecting it outright, threatening sanctions on nations voting yes at the October 2025 IMO meeting. “President Trump has made it clear that the United States will not accept any international environmental agreement that unduly or unfairly burdens the United States,” they warned, calling for allies to block this “unsanctioned global tax regime.” Trump’s right—the economic hit could spike shipping costs 10% or more, jacking up prices on everything from groceries to gadgets.
