Iryna Zarutska’s Killer Deemed ‘Incompetent’ by State Court – Trump Administration Steps In With Federal Hammer

The Trump administration is refusing to let the system fail Iryna Zarutska’s family a second time.

DeCarlos Dejuan Brown Jr., the 35-year-old homeless career criminal accused of brutally stabbing the 23-year-old Ukrainian refugee to death on a Charlotte light rail train in August 2025, has been ruled mentally incompetent to stand trial in state court. But federal authorities are stepping in hard, confirming that Brown remains in federal custody and will face a separate, full prosecution on federal charges that carry a maximum penalty of life in prison or the death penalty.

U.S. Assistant Attorney General for Civil Rights Harmeet Dhillon addressed the situation directly:
“Folks: I had a great call this morning with our US Attorney in Charlotte. Brown remains in federal custody and so the parallel state proceedings are in no way dispositive. There will be a federal competency determination and prosecution track taking precedence.”

The U.S. Attorney’s Office for the Western District of North Carolina reinforced the message, stating that the state proceedings, including any competency finding, are “completely separate.”

Brown had been arrested 14 times before the killing, including for armed robbery, and was free on a cashless bond for a misdemeanor at the time he allegedly attacked Zarutska. Surveillance video showed him calmly stabbing her multiple times in the neck and upper body without provocation before walking off the train.

President Trump has been vocal about the case from the beginning, calling Brown an “animal” and demanding the death penalty. The murder also prompted the passage of “Iryna’s Law” in North Carolina, which tightens bail policies for violent offenders and improves procedures for involuntary commitment of the mentally ill.

This federal push is a direct rebuke to the soft-on-crime culture that allowed a dangerous repeat offender to remain on the streets. While the state system appears ready to let Brown avoid full accountability, the Trump DOJ is making it clear that justice for Iryna Zarutska will not be denied.

The American people are watching. Victims like Iryna deserve real consequences for their killers — not excuses, not delays, and certainly not a revolving door that puts predators back on the street to strike again.
